Below is a synopsis of their responses:
| Work Item | AyA - Ronal Vargas | AyA - Oscar Ampie |
| Easements - Phase 1 | We must continue to insist on this, as this process legalizes improved service to the aqueduct and gives ASADA security to enter any land where there are pipes or other aqueduct components. | It is important and vital that the right-of-way be established in its entirety. The establishment of easements for passage and pipelines are fundamental requirements. |
| Ownership of the Well and Tanks | Both the ownership of the well and the tanks, as well as their easements, should be registered in the name of ASADA, without exception. | To register the well in the name of ASADA, the land must be registered with the National Registry. |
| Water Concession | Every well, in addition to its drilling permit, must have a flow rate granted by the MINAE (Ministry of Agriculture and Water Administration) in its file. If this flow rate is not sufficient to meet current or future demand, a request for an increase in flow rate must be made. This process for the new concession is carried out by the AyA (Water Authority) using the documents provided by the ASADA (National Water Authority). There is no deadline for this, but the sooner the better. If the ASADA does not have a concession in its name, it should use another registered source to supply drinking water. If the above options are not available, the AyA (Water Authority) or another neighboring ASADA (National Water Authority) must assume administration of the ASADA. | It will not be possible to register the well with the DA of MINAE. The registration of the well is a fundamental requirement to exit the condition of Technical Non-Feasibility. |
(as at July 22, 2025; taken from meeting minutes with AyA on May 21, 2025):
NOTE: It is essential to highlight that the immediate priorities are the execution and registration of the easements, alongside the registration of the Well property, which are prerequisites for ASADA to obtain their Water Concession. Tasks that do not incur costs are progressing, while activities requiring expenditures remain on hold pending the completion of the easement signings. Considering that AyA or the Nuevo Colon ASADA (as previously mentioned) have the authority to assume control over Lomas de Mar ASADA if these steps are not finalized, it is prudent to defer significant expenditures. This approach ensures that resources can be allocated to infrastructure enhancements, thereby bolstering system reliability should the future administrator for Lomas prove unresponsive.
