New Partnership with “La Liga de Agua”

We are pleased to announce that ASADA de Lomas del Mar has joined “La Liga de Agua,” a cooperative dedicated to supporting ASADAs. This partnership allows us to benefit from their expertise at a much lower cost compared to other companies, such as Serviteca. After requesting quotes, we found that their prices for the same products and services were considerably lower than those offered by Serviteca or Tubo Sistemas. As a result, “La Liga de Agua” is now confidently listed as our contractor of choice.

Infrastructure Improvements

We recently completed the replacement of old 3-inch and 2-inch pipes running from Tank 5 to Tank 1 with new 4-inch pipes. The new pipes are constructed from a special flexible material, which will help reduce ruptures and provide greater longevity. At the same time, our first fire hydrant was installed as per the Costa Rican Fire Department’s recommendations.


With the installation of the new 4-inch pipes, we were able to re-route the system so that Tank 1 is now gravity-fed directly from Tank 5. This eliminates the need to pump water from the well to both Tank 1 and Tank 5. Consequently, this reduces wear and tear on the pump and removes the necessity of manually opening the valve to fill Tank 1.

Tank 5 Engineering Report

A technical engineering report has been completed for Tank 5. We are currently awaiting further information regarding the next steps, which will involve either rehabilitating the tank or replacing it with a new one. Discussions about the best course of action are ongoing.

Water Concession Application and Preparations

We are still waiting for the government’s decision on our water concession application. The application has been under review since October 6, 2025. As is often the case in Costa Rica, these processes take time. In the interim, and to ensure that we are prepared, we have been accepting applications for and created a waiting list for water letters, performing “proof of concept” for smart water meters, and reviewing costs for “new services.”

Property and Easement Acquisitions

In 2025, ASADA acquired properties and water easements for the well, Tank 2, and, two weeks ago, for Tank 5. We extend a heartfelt thank you to the developers, David Ogletree and Kendall Sanborn, for donating property for Tank 2 and the well. We also thank Phillip Shields and Enso (Mugs Boardman and Jamie Ali) for donating property for Tank 5. Tank 5 is currently being registered with the National Registry, and once this process is complete, it will be fully owned by ASADA. The easements for the well and Tanks 2 and 5 have also been registered with the National Registry.

Update on Employment and Collaboration

Previously, ASADA had an agreement with the Owners’ Association (OA) where we paid them for Roberto’s time, which included the use of a quad and gas. With the continued segregation of the OA and the ASADA, we have now entered into a direct employment contract with Roberto and purchased a quad for his use, thanks to a generous donation from the Developers, David Ogletree and Kendall Sanborn. When there is a need for additional work and the OA workers have the availability, the ASADA then reimburses the OA for their time including a 30% surcharge to cover things like the Aguinaldo, gas, vacation pay, etc.

Administrative Updates

Juan Vialez, the Administrator for the ASADA, has now completed all required government courses and is an accredited Administrator for our ASADA. Juan has been very proactive and has been instrumental in implementing several administrative protocols to ensure that all records are kept up-to-date, all spending is documented and reported monthly to our accountant, and water quality testing is performed routinely, with results submitted to the Ministerio de Salud. He has implemented our Inventory Management System and is currently working on our Risk Management Plan. As part of his work, he also liaises with other ASADAs to ensure knowledge sharing and best practices, and participates in AyA’s learning sessions to stay informed about changes in rules, regulations, and new procedures to be implemented in the near future.

Board Commitment

The Board has undertaken rigorous efforts to ensure compliance with regulations and the implementation of administrative controls, thereby safeguarding the continuity and provision of clean, safe drinking water in Lomas del Mar.

At the forthcoming Board of Directors meeting, the date for the General Assembly will be decided. Once confirmed, we will promptly notify you, enabling you to participate either virtually via Zoom or in person at the Top of the World in Lomas. During this event, reports from the President, Treasurer, and Fiscal will be presented.
